Why do I have a double chin when I'm not overweight?
Because the submental fat pad answers to genetics more than body weight: plenty of lean people carry one, and plenty of heavier people don't. It's also why targeted treatment works where diet can't: you can't out-exercise where your body chooses to store fat.
Will losing weight get rid of it?
